To say nothing has changed is just stupid. I've always felt that sniper rifles in this game don't have enough ammo. White nail made black hammer stand out because it remedied that issue. Now it's just another sniper. Nothing special. So, it's back to Ice Breaker.

Bungie originally made a weapon with a perk that they didn't know how powerful it was going to be, and now that they have seen the chaos, they want to get rid of its perk for what it was intended to be.
