Non Raid activities you can use a Legendary Rocket, they are fine. And I mean the no tracking ones. I agree they can buff Dragon's Breath a little instead of nerfing other guns (Ghorn in this case). If you like tracking so much, why don't you go for Truth instead of Ghorn. FYI, all my PVP rockets I purposely reforged with No Tracking. :) I sometimes carry them to Strikes and stuff because I don't want to change weapon/or when I was leveling them.
