No, it's encouraging contribution instead of laziness. Also, if you're a good sniper, you don't need IB.
White nail functioning as a reload is still better than the alternative, and again encourages mobility and trash cleanup instead of lazily targeting the biggest guy in the room and doing nothing to contribute

Better than what alternative? If White Nail was getting patched it should have had a brief cooldown, maybe three to five seconds, or Black Hammer should carry the normal 20+ rounds of ammo and White Nail should take [b]one[/b] round to refill the magazine.
