I hardly use it but it but i agree. now there will be no difference between having the perk and simply reloading

There is a DPS between having to reload and not having to.

i have 2 snipers that have triple reload speed i can shoot it while I'm reloading it. zero down time that does faster dps than the black hammer per clip.. what I'm saying here is it'll just be another genetic sniper.
