Can someone seriously justify the Black Hammer nerf?

I really don't see why this is getting nerfed at all. Who can convince me? It makes no sense...

I forget who said it, but they justified it as "turning a legendary into a legendary" black hammer was exotic quality with it's infinite ammo.
