Ty, yeah the point of using Black Hammer wasn't to not have to reload, it was too hopefully get some extra ammo to not have to hunker down and wait for or risk trying to use a synth in places like PoE.
They basically removed the perk. All it is now is a reload perk, so why not just use a sniper with a larger magazine instead?

Exactly.. it was my go to weapon when juggler or other scarce ammo situations. It was never a crutch
