Bungie once again adding more artificial obstacles to make the game seem bigger. They're nerfing the Gally because players breezed by every encounter they put up if they had enough.
In other words, every encounter they set up is just a massive stationary bullet sponge (the reason why Gally is so good). It will be no different in TTK. That's why they nerfed Hammer and Gally, so we wouldn't beat the new stationary bullet sponges with different reskins in 30 minutes but in 1 hour instead.
These guys have run out of ideas, if they knew what they were doing they would set up a boss encounter that didn't rely on having a ton of HP to make it difficult. The reason Gally is so popular is because it does the most burst DPS in the game and every end-game boss is simply a stationary enemy with 100x HP. So Gally them. What's the point of using any other weapon? There's none. No one is gonna use a Necrochasm to down Rockets Face because it takes a billion bullets to do so. In the meantime, a few rockets and he's already at half HP.
Bungie needs to get this through their head: design levels where end bosses are not simply shoot them in the face and it will go down eventually. Because this is why Gally is king. But of course they take the easy way out and just nerf what is a very nice weapon.
