None of the reasons you listed seem overpowered to me.
1. The gun is niche because its perk makes it better than any other weapon of its class against only a few instances in the game. You mention NF but BH isn't great against every strike boss. Let's go ahead and list them:
2 instances of Fallen Walker and the Cabal tank. No one goes up and close during NF against Walkers or the tank, that is stupid. So what do they expect to address by this change? Nothing will change. Players will still sit back and snipe from far away. The design of this level is what makes sniping optimal, not the fact that BH is broken. Any other high impact sniper would tear down Walkers as well. Hammer just makes it easier. That ease is what makes BH a special weapon only acquired through raids.
Moving bosses with crit spots (Skolas, Aksor, Phogoth, Urok). Optimal only at certain stretches. Still have to clear adds and all the rest where BH is more of a liability. During NF, only works against Aksor but you're better off using Gally anyway. Urok works all the time though shotties are still a good option over it due to Wizards. You can pull off the stunlock on dragon strikes but that shaves only 5-10 minutes at most. Its use is niche. It is not broken.
2. VoG there is only Atheon and MAYBE Gatekeeper. Its use against Gatekeeper is questionable because the time to shoot is short and you have to take out the bubble. Plus, during that time, you're better off using a rocket anyway. Against Atheon yes. But at this point, ANYTHING takes Atheon out in 5 minutes (1-2 trips). Hammer is not making the fight significantly easier, that is to say, it makes it easier but the difference is negligible.
As for Crota? LMAO. Really, shooting down the majors is what makes it overpowered? LOL. Okay there. I don't even use Hammer in Crota, it's useless or, rather, about as good as your average sniper rifle. I use my Spear and Benevolence instead. Hammer is not broken in Crota. At all.
3. PoE. I'll give you certain bosses like Urok due to the solar burn and the servitors. Everything else it is your average sniper. Against Skolas you're moving so much you pick up ammo fast either way. Any other sniper would do just as good. Plus, you're better off with shotties at certain stretches due to the captains with ARC shield. In EVERY OTHER LEVEL, BH is absolutely useless. All those mine clearing levels and targets, BH is a liability. So it is good in 1 out of 5 levels. Big deal. Not broken at all.
4. What the hell are you even making this point for? My point is that so what if BH helps shave time off players' playtime because it can stunlock a few bosses? That doesn't make it overpowered.
5. Black Hammer is the definition of a situational gun. It was just good against certain bosses. I only ever equipped it against the boss sections of certain strikes and Atheon CP. That was it. I never used it anywhere else because truth be told, the weapon is simply not that great. Every other time, you're better off with a field scout/clown cartridge/supply sniper or a shottie. Now they made the gun, a raid exclusive that is harder to obtain than most (aka it should be better than most legendary snipers just like how Fatebringer craps all over other legendary HCs) into your average sniper with an inferior triple tap+outlaw and the crappy ungodly mulligan perk. Congrats Bungie for ruining an otherwise perfectly fine weapon.
