I have a very simple solution:
[b][u]Step 1[/u]: Don't nerf Gjallarhorn.
[u]Step 2:[/u] Have Xur sell Gjallarhorn a few times so more people can have it.[/b]
Problem solved. Nerfing the weapon is just going to make things worse.
