AKA I don't have any counter arguments so I'm just gonna flame away instead of replying with constructive points.
The ammo is not free, you have to land 3 crit spots to refill the mag. If it was infinitely free than you would have a point but that's not the case. The gun is a hard to acquire gun, exclusive to a raid, so that means it SHOULD be better than most legendaries. That is why Fatebringer craps all over legendary HCs. Let's nerf that as well okay? Because its use in PvE is very high, practically every FT I join there are at least 2 players with a maxed FB.
The definition of overpowered is something you would have almost no incentive to use over the aforementioned weapon. That is the case with Gally and heavies. No point in using Dragon or Truth when it outdamages that by a mile. Black Hammer? It is situational. You would use Icebreaker during certain spots (Crota maze run, VoG oracles, heavy ammo glitch), field scout/clown cartridge/supply/firefly during other spots (PoE mine levels, every raid section not named Atheon, every strike section not counting walkers/tank/bosses). In other words, BH is a niche weapon. It was good against bosses and saw its use there but completely outclassed elsewhere. You could only get more niche than that if you count the Red Death being used by players to recover HP in the Crota HM when it used to be hard. Otherwise, BH is the most niche weapon in the game.
