Even his face matches the horrified folk on the sidewalk. Shameful, disgraceful! But they watch silently, unwilling to offer them even a drink to quench their parched lips. The man grunts, but when he stands, he walks to a herald, the opposite direction of the marching slaves. "A new decree!
