It out-performed an exotic sniper capable of regenning ammo.

Could outperform. Oversoul Edict outperformed Necrochasm. Fatebringer outperformed the exotic hand cannons in PvE. Vision of Confluence beats most exotics.

Yeah, but that's for every ammo regenerated that means an extra 18 seconds to get a full mag, and those accumulate for the duration of the fight. You didn't really think about this did you ? Your point would only be valid of it takes 2 bullets to kill a boss in this game.
