It shouldn't allow players to spam it as quickly, or allow them to survive a proximity detonated rocket.

If you're using a rocket in crucible with proxy det. Or tracking, then you should feel just as bad as the blinkers you're complaining about. Literally impossible to escape a proxy tracker. At least blink can be countered easily.
