That's actually an amazing idea. It would have to be that a 2 shot body shot couldn't kill, so to use the gun you would have to be good. A weapon that rewards skill. Something destiny is missing

I hardly play Crucible, I was just dreaming of this for PvE (some months ago when I posted it) I agree it wouldn't 2 shot body shot, and with its stats you would have to be pretty darn good.
