Can someone seriously justify the Black Hammer nerf?

I really don't see why this is getting nerfed at all. Who can convince me? It makes no sense...

I just got black hammer about a month ago now. All i have left to upgrade is the last 5 radiant shards and an e-light. Now I'm not sure if i want to put an e-light in it. What's going to replace the perk they are nerfing?
