There isn't a good reason for this. This will effectively make Black Hammer useless. You have to be shooting at a boss that doesn't move that much and have fantastic aim. It rewarded those very talented snipers who are capable of landing precision shots while moving and their target moving( I am not one of those)around. Now there will be zero incentive to use BH. You are going to run out of ammo very quickly. White nail = instant reload. Wow...once the nerf is applied and it drains your ammo reserves, it will be a worthless perk. It also takes away the incentive to do Crota normal to try and obtain it. I don't get it.
