The Nerf to Black Hammer isn't going to solve the issue they are are having with this weapon.
The issue is that their encounters are broken any time you have the chance to sit outside enemy shooting range, and very rarely does the game try and prevent you from doing that, and some of the few times the game does try and prevent you from doing it it's too easy on us or isn't circumventable.
Devil's Lair Walker Fight? Either by standing on the pipes to the right of the entrance, for the far left building, you can simply sit outside the tank and sniper's range. It doesn't matter what sniper you have, just pack a synth, a scout rifle, and a rocket launcher and you're your fine.
This is just one of a few similar examples.
The nerf to Black Hammer does not change these stratagies, nor prevent them from working.
Personally, I don't care whether or not they nerf Black Hammer, but honestly it would be FAR better to see you enhance your encounters rather than effectively destroy a weapon.
Your role as a moderator enables you immediately ban this user from messaging (bypassing the report queue) if you select a punishment.
