I mean, it's still going to be the strongest Rocket Launcher in the game. They're just making It a little weaker, it's not like it's going to be useless.

Maybe, but it being so powerful causes chaos in matchmaking, like on LFG I very often see "Must have Max Gjallarhorn" in the requirements. Making it less of an over powered weapon reduces the severity of needing this weapon.
