When was the last time you ran the story missions Ishtar Collective? House of Wolves card usually unlocks when watching the first cut scene in the reef, but it was bugged at launch. There was a patch earlier this year [edit: earlier this year, not week] that added starting the next Venus story mission as an unlock condition for that card.
