Atheon was the CEO, if you will, of the Vex experiments in the Vault of Glass. The purpose of the Vault was to write the Vex into reality itself, becoming a law of the universe. They also hoped to manifest the power of the Gorgons, Templar, and Oracles outside the Vault, and Atheon was the key to that happening.

For the reasons stated above. The Vanguard got reports of the power inside the Vault from Kabr, and spent a while trying to look for it (Cayde-6 seemed especially interested in it). It was found, so they formed a fireteam and sent them in.
