I don't really know if something has changed, but I have seen it drop a TON lately and just doing V.dragon strikes, it seems like 2 out of every 3 people have a gally. So I am thinking its not that rare anymore, so it will probably be replaced (or at least matched) by new weapons in The Taken King.

I hope so! Most of the time I run my legendary Ash Factory or some other RL with Grenades and Horseshoes :-)
