He is either an exo with a ghost for a head (as in the ghost we have) or like Xur an agent of the nine. Why else would he allow him to come every week and upgrade us to fight the evil.... or... a vex god wanting us to kill everyone so he can be all powerful and that's what actually is inside the traveler.
