So for about the last 2 weeks or so, me and my roommate almost cannot be matchmade into a crucible match, even if usually somebody is booted due to "bee". This results in sitting in "2 / 12 | Evaluation Guardians..." for an extended amount of time, usually to correct itself if we split up the fireteam. I've gone through, forwarded the ports on our two systems, and this still persists. If we host on a 3rd party friend's system, it'll boot one or both of us. This is only for the crucible, otherwise we have no problem with raids / PoE.
