I actually think that the initially rocket should do no damage and that when the proximity explosion goes off the wolf-pack should be released to do damage to the target.

Buff Wolfpacks and no rocket damage? Might be a good solution!!

Maybe, but it would take away the RL feeling. A rocket needs an explosion... Would be cool though
