[b]Phantom lies unconscious and restrained in a Cell that negates Psionic Powers, in the Cyber Police Precint
He was dragged away by them after he lost control of his Psioncs, and destroyed a large part of the block he was on.
On CNN, a reporter shows footage of the destruction, demolished buildings, large spikes of ice sticking from inside them.
Most of the area remains cold like its winter, with frost over much of the streets.
The media calls the area,"[i]The Ice Block[/i]"[/b]

Crane walks in and sits down. A guard places a pitcher of water and two glasses on the table. The agent waits for Phantom to awaken. After all, his handlers will want to know what caused this event. And he's just the one to find out.

Crane leans back in his chair and pulls a small holoviewer from his coat. [i]Here's the record of what happened.[/i] As the two watch the screen, they see Phantym rise into the air, glowing slightly. Suddenly, there is a brilliant flash and ice explodes through every surface. Several dozen people collapse, screaming, as massive icicles burst out from their skin. A police team rushes into the scene, some of whom are also afflicted. Phantym collapses as another flash occurs, and the camera shorts out as the area is covered in ice. [i]As you can see, your abilities, compounded with the intervention of several other Psions who also attempted to intervene, caused a massive tele-energetic shockwave. The people who were injured had the water in some parts of their bodies super-cooled, causing rapid expansion. Luckily, the bursts weren't strong enough to be instantly lethal, but all those injured are still in very serious condition, and some could still die. Do you have any idea how or why this event occurred? [/i]
