I am currently in Downtown, where recently some CP's went on a rampage against many inhabitants. Although they were stopped, the real damage happened when a unknown Psion lost control of his abilities, freezing and damaging a large part of the area. The Psion was hauled away by CPs later on, but the damage done seems to be permenant. The area remains at freezing temperatures, not unlike that of winter.
