I think the card doesn't unlock now, because it is a card from the Dark Below DLC and the playlist that is out now is a House of Wolves DLC playlist as shown by the double hash marked diamond in the top right corner of the current playlist logo.

Has been and will be until they release the dlc, because that's the only time they do major fixes. They probably try to sell it as a part of the package.
