The reason I'm bringing up perks is because White Nail is the only saving grace that makes black hammer a good weapon. It puts it a step above the rest, and makes it different then every other weapon, it's a raid weapon.

Oversoul edict is terrible compared to a lot of pulse rifles, it's a raid weapon. Paradyths revenge is okay but there's better snipers, that's a raid weapon, the auto rifle from ce, shit and it's a raid weapon, hunger of crota, shit, it's a raid weapon, atheons epilogue, shit, raid weapon, fate of all fools, average, raid weapon, voc, average raid weapon. I think you get the point. Your arguement is simply based upon bais.
