Hick, I cleared it up by magically popping in an army of my own. He didn't know about the rules, so Bagel and I dealt with it through superior firepower. Specifically, surprise NATO.

When I was a little kid, and around a bunch of my family's military friends, I used to think NATO was some kind of football team. No joke.

Well, it's made up of the majority of the Western UN powers. And it also has a blue flag. But there is no standardized NATO uniform like there is for UN Peacekeepers, like the blue Berets and helmets, and white body armor.
