I don't report them as cheating unless it's brutally obvious that they are. I usually just report them for bad internet connection if at all. By doing so my hope is that bungie handles different reports differently.

Well we have complaints about lag and poor matchmaking and they choose to alter weapons. They fix problems that don't exist to placate us about problems that do.
