they only get banned if their network statistics look a certain way, and a bad connection won't cause their information to look that way. people that just have a bad connection don't get banned. why do you think only a hundred or so people got banned when you see at least one red bar every game? Also, why would i care about ruining a cheater's fun... I also don't care if I win or lose, but having to go through extra steps just to deal with cheaters in a game is an annoyance.
