What would stop the Fallen from rebelling? What Happened with the Queen was unique. Variks is Judgement and they (House of Judgement) were the "Ruling Class" of the Fallen. Variks gave the Queen the [b]authority[/b] of a Kell. She had no [b]REAL[/b] hold on the Wolves. After the Reef Wars, The Wolves were scattered. If anything, Uniting the Wolves under the Queen was a worse choice than killing/capturing them. Regardless, This is a good Idea. But maybe a house in the city instead? (If we killed the leaders of the Fallen, wouldn't this extend to other races as well?)
