i do if i shoot them in the face and subsequently get shot in the back by them, or if they run around not taking damage. i'm not reporting them as cheaters, just pointing out to whomever reads those reports that their connection is garbage and i don't want to be paired with them in a match anymore.

Are you kidding me? My favorite thing in crucible is when I snipe someone in the face, they run across the map to shotgun me and then I kill them after. So much fun!

it _is_ fun then, but not when they get you with that shotgun instead thanks to their crap connection :(
