If someone can't afford decent internet why shouldn't I report them? I have seen people teleport around the map and you expect me to be like "oh it's fine, as long as 1 person us having Fun then I think it's fine 6 people aren't" I would rather have 1 person who is cheap lose pvp access then have everyone that plays against them ever have a super frustrating time because of one person.
