If it's a red bar and yet they are still playing normal then no report. If it's a red bar and they are lagging all over, can't take damage, appearing and disappearing, running into walls etc I report them for bad connection, but not cheating. I leave that up to Bungie to decide.

So basically you use the report system how it's intended to be used.

Ya I always red bar but play fine ONLY on Destiny PvP. Otherwise I play smooth Green bar or can't play at all

I fall into that "red bar but plays normally" group. I even check with my team mates frequently to make sure I'm not skipping around etc. Also have the best internet I can get where I live, its not about price
