I honestly don't think it's that big of an issue. It'll still hit like a truck if your aim is true. Plus 18 shots then just double down with a synth and you got 36 shots. More than enough to do serious damage to a majority of enemies. The one I'm pissed about is Gally. They let this culture grow around it because of its strength and them refusing to let Xur sell it. Plus not implementing matchmaking across the whole game. The only one they have to blame is themselves.
