Icebreaker can most certainly throw the balance off in PVP. Only 5 seconds of camping needed to get a shot. Pair that with hunters that can go invisible and disappear from radar, it's a little too OP. As for The Blackhammer in PVE, it currently outclasses Icebreaker, which is an EXOTIC, by a huge margin. A change had to happen. With all this being said, I think the changes they are doing are wrong. There are many better ways to keep these weapons' usefulness and make them harder to use, but too tired atm to type it all out. If you do reply, and if I remember, I'll reply with my nerf ideas.
