Not always. Most of the time I always have red bars and bad connection, seeing how I live on a lake and get max 2mb. I usually am the top player in the game. It doesn't mean I'm cheating, it simply means I'm better than you. Deal with it. Oh and continue to report, seeing how i and many other people aren't actually doing anything wrong, nothing will EVER come of it. It would be just you wasting time.
