I heard that I'd you already have the game you can buy the collectors edition as a $20 upgrade is this true?

You can buy the 40$ version, and then 'upgrade' for 20$ to get the exclusives.... I thought the same thing

The $20 upgrade will be available on your console's storefront and can be combined with either the digital standalone download or the legendary edition

No it's false. An additional $20 will nab you the collector addition bonuses (save for the physical booty)
