It's more on bungie with crappy servers all last night I noticed during matchmaking everyone would have full green bars maybe one or two yellow bars but as soon as the match would start almost everyone would drop to small red bars. Now some people do have just horrible connections I agree but not all of them you can usually tell the difference right away. You can't just go ahead and say you're going to report every red bar.
