The precedent was actually set before with other games. $10 has become the default price for multiplayer map pack with 3 or so maps. Now, TDB and HoW had 3 new multiplayer maps each plus a load of other stuff, so it would hardly make sense to price them at $10. Blame CoD. I think that's where this started. Same publisher as well, so it makes sense.
