[b]Tallahassee quietly levitates himself over the plasma fence guarding the Blakham district. [/b] He creeps in to a weapons factory. He floats the crate he brought with him through the factory window and starts to levitate weapons into the crate. On the side of the crate is written "psion rebels" with the hydraulic fluid from slain cyborgs.

Cyborgs work enforcers run out from a large door in front of him Tallahassee. He considers trying to negotiate with them... But he remembers what the cyborgs did to the rest of his family. He flicks his wrist and throws a cyborg in front of him, intercepting the incoming bullets.

Tallahassee uses his body shield as a chance to escape and and he vaults out the window. As soon as he lands on the ground he realizes he forgot the crate of stolen weapons. He has no choice but to go back

No, you can't just choose what type of NPC a certain group of them is. Cyber-Police have to be droids.
