It's messed up because I bet in a later update they'll change their mind, and everyone will have already deleted their stuff. If they don't delete it, they won't have vault space for new stuff. You're screwed either way.

This I think it is the real issue. The rules keep changing so people don't know how/if to invest time, delete weapons, etc. It appears to be an intentional circle jerk on their part to keep us jumping through hoops.
