Correct me if I'm wrong but max level is going to be 40. Assuming raid weapons keep the current attack values they are still good til around level 36. So they are still going to be top guns for the majority if not all the of the expansion story mode and maybe the nightfalls don't know what the level cap will be. It's just the raid they won't be so useful on I imagine. To me it looks like they are just kind of phasing them out rather then make them useless straight off the bat
