That guy doesn't work for Bungie. That's speculation. And I am willing to gamble that he is wrong. Everyone, actual level wise, are 20s. If you tossed all rare armor on, you'd be a 20. They are removing light levels. So where would those extra 14 levels come from. Granted, I've done enough XP wise to BE a 40 probably.
