I'm curious whether earned experience will count towards your level. For example, will they retroactively look at how much experience your character already has and start you at the corresponding level?

Yes it will all be based on how many Patrol VIP Kills you have

Pretty sure they won't. They want you to play the new story (maybe it is an actual story this time?!). Retroactive Exp. would be kind of odd, to describe it kindly :/

If they do it based on all experience gained, everyone will be max level, and no reason to play content.

Except max level will be 40. Not the 34 we are at
