The way I see it, I don't think they're increasing the light level cap. Instead it will just be +14, so you'll be 20+14, then 21+14
We won't revert back to 20, and the new level cap will be 40+14 (maybe they'll increase it, idk..)

My thoughts on this is simply just because it would lock us out of current content; there's no way we could complete PoE or even VoG at Lv 20
