OP, BungieVision even tells you, you can go to this site to track your progress as well as their own stuff. So once again don't go full retard before responding.
Bungie is not going to tell the people to utilize a website if it's not been approved.

You can create what you want, the difference is would they promote your site? Would they tell the gamer community that your site is reliable and you can track your stats there to, like they have done destiny tracker.com?

Who knows. Maybe they would, maybe they wouldn't. But at this point, I highly doubt it due to them already having one.
