Just in case others haven't seen it:
[...]Every edition of Destiny: The Taken King will include one character boost, which allows players to instantly level up any existing or newly created guardian to the minimum level required to play The Taken King.
Source: (blog.activision.com)
As far as I can tell both the level we will be left at on TTK release and the level this "character boost" will bring one character to has yet to be announced. Everything else is speculation. I suggest adjusting your expectations accordingly.
My Two Cents
I don't know enough to bother working myself into a frothing rage about it. What actual level will we be at? How much time is it going to take to level up? Will there be plenty of content I can play without being at TTK levels? There's so much, so much we don't know yet. My hunch is that the game is going to be very far from unplayable just because the number on your character screen is, say, "20". You may not be able to play all the new content with all three characters immediately out of the gate, but really now, have you heard how much of the old stuff is being changed? How much new stuff there is?
Besides, as far as I'm concerned there are much, much better things to complain about than this.

So only one characters progress wont be lost, well at least they are throwing people a bone.

Yeah. For the folks who can only play a couple hours here and they would have a horrible surprise to log in and find out they need to grind for weeks just to play the content they bought. I'd be rather annoyed, at least.
