I would still use fatebringer because it hurts enemies around the target when hit with precision damage. the explosion also causes arc damage, which is awesome for arc burn activities. I also have a choice between field scout and explosive rounds, not to mention outlaw, which would also make me choose fatebringer over that hand canon for the speed of the reload. Only way I would use something different is if the other weapon was more powerful, but that would only lead to power creep which can only hurt the game more.
Plus that would be a weapon that causes damage over time, it would hit harder and be more stable than Thorn. and that would make the crucible even more annoying, also limiting even more the players' choices continuing the rule of the hand cannon in the crucible.
